Welcome to the 9News.com.au live blog for Monday, July 4, 2022. Sydney's flood emergency continues with dozens of evacuation orders issued across the city. Anthony Albanese has visited war-torn Ukraine. And Danish authorities say several people have been killed in a shooting at a shopping mall.

New images show the massive flooding going on in west Penrith.

Street signs are all but underwater, while at a park, just the roof of a gazebo is visible above the waterline.

NSW Premier Dominic Perrottet and Emergency Services Minister Steph Cooke are set to address the media about the ongoing Sydney flood crisis at about 10am (AEST).

They will be joined by NSW SES Commissioner Carlene York, the Bureau of Meteorology's Jane Golding and Australian Defence Force Brigadier Robert Lording.

Londonderry residents under a flood evacuation order have been given a new evacuation centre to travel to if needed.

Instead of Richmond, residents who have to leave home by 2pm can use the centre at Castle Hill RSL, 77 Castle St, Castle Hill.

An emergency rescue operation is underway off the coast south of Sydney after reports of an out-of-control ship.

The container vessel is believed to have a crew of 21 in need of rescue.

The military are assisting the operation.

It's believed the ship is on course to crash into the cliffs on the shore.

The Hawkesbury River has swallowed up the bridge at North Richmond, cutting the small community off from Greater Sydney.

Flooding is also widespread across the semi-rural Richmond lowlands, with farms going underwater.

Some residents of Riverstone West have also been given a 2pm evacuation deadline.

People living in Richards Avenue, and in Garfield Road East between Eastern Creek and the railway line are at risk of being cut off when waters rise to 13.1m at Windsor.

People who have to leave should head to Windsor Road via Garfield Road East.

Currently 71 separate evacuation orders have been issued in relation to the flooding.

NSW Emergency Minister Steph Cooke says there's no "gilding the lily" - today is going to be difficult.

"It is a very difficult time for Sydneysiders, particularly those communities who are experiencing their fourth flood in less than 18 months," she told Today.

"We know that they are weary of all of this bad weather. We just need people to keep working with us."

With overflow spilling out of the Warragamba Dam (pictured), and contributing again to rising waters, Cooke said raising the dam was under consideration.

"These dams were not created as mitigation dams to start with," she said.

"They were either water supply or irrigation dams. When you augment them for another purpose, it makes it a very big and complex project and process."
